why he went on his murderous rampage. he admits that he bombed a government building in oslo on friday. then drove 60 miles to an island and gunned dozens of people at a youth camp. one of the dead is the step brother of the crown princess. in a rambling manifesto he described the attacks as quote, atrocious but necessary. randall pinkston has more. >> reporter: anders behring breivik 1500 page manifesto attempts to justify violence to achieve his political goals. but an expert on right-wing groups noticed a similarity to writings of unabomber ted kaczynski. cut and paste? >> yes. it doesn't make any reference to the unabomber so it looks like it's his own work, but it's not his own writings. >> reporter: thousands turned up for memorial services on sunday. government leaders and families wept for the victims. police continued to search for bodies of young people gunned down at a labor party retreat off the coast of utoya island.

>> it's a well known thing, that every year this group goes to utoya. >> reporter: analysts believe they were targeted to cripple norway's future liberal leaders. breivik is being held here at oslo police headquarters detention center. under norway's law, if convicted, his maximum sentence would be 21 years. that's one of the hallmarks of norway's liberal society, a way of life breivik said in his manifesto, he wants to change. >> the results will be the opposite. because we will be more open. we will be more inclusive. he cannot destroy us. never. >> reporter: but he's already destroyed the nation's sense of security. randall pinkston, cbs news, oslo, norway. still no deal between democrats and republicans to raise the nation's debt ceiling as the first ever default hangs in the balance. talks collapsed on sunday. danielle nottingham is in washington with the latest.

good morning. >> reporter: good morning. it's coming down to the wire. there are just eight days left until the deadline to raise the debt ceiling and democrats and republicans are still struggling to find some common ground. republicans and democrats are still at an impasse and will now unveil dueling plans to raise the nation's debt ceiling. house speaker john boehner told his rank and file during a conference call sunday, it's time to make some sacrifices, but he's staying firm to his demands. >> there is going to be a two-stage process. it's not physically possible to do all of this in one step. >> reporter: boehner's slant is expected to include a short-term extension with spending cuts and another extension and more cuts down the road. after the meeting with the president, senate majority leader harry reid made it clear that's not a viable option, saying, quote, speaker boehner's plan, no matter how he tries to dress it up, is simply a short-term plan and is, therefore, a nonstarter in the senate and with the president. reid says his proposal will address republican concerns.

it will likely raise the debt ceiling by more than $2 trillion through 2012, include spending cuts and do it without raising taxes. the deadline is next tuesday, so the house and senate have to act quickly. both have a goal of taking up legislation by the end of the week. the world markets are reacting negatively to the deadlock in washington. fear of a u.s. default caused asian markets to fall when they opened this morning. >> we may have a few stressful days coming up, and stressful for the markets of the world and the american people. in the end, there's no question in my mind, the government of america will not default. >> reporter: if lawmakers don't reach an agreement by august 2nd, the u.s. could default on its financial obligations for the first time. boehner will meet with republicans on capitol hill today. and he could unveil that new legislation he's been working on over the weekend. live in washington, danielle nottingham. now back to you. >> appreciate it.

"cbs moneywatch," captain america rules and facebook gets competition. ashley morrison here in new york with those stories and more. good morning. >> good morning to you. as danielle reported, asian markets fell this morning after washington failed to reach a deal to raise the debt limit. japan's nikkei and hong kong's hang seng were off 0.8%. stocks in this country open this morning after a mixed closing on friday. last week the dow finished down 43 points while the nasdaq was up 24. in hong kong this morning, secretary of state hillary clinton tried to calm overseas markets. clinton spoke to the u.s. chamber of commerce. hong kong appealing to china and other nations not to lose faith in the u.s. economy. asia owns nearly a third of publicly held u.s. government debt. this is probably not news to you. it's costing more to feed your family. the bureau of labor statistics says food at home component of

the recent consumer price index surged 5% on an annual basis. this is the biggest price increase by grocers since 2004. facebook may be facing some serious competition. google's new social networking site google plus is making some real inroads on the web. google says they racked up 20 million unique visitors in just three weeks. and it was a super hero that topped the box office this weekend. "captain america: first avenger" opened at the number one spot with $65.8 million in tiblgt sales. "harry potter" dropped to second place. and "friends with benefits" that opened in the third spot. i went to see "cars 2" with jack. >> oh, good. i thought you were going to talk about "friends with benefits." that's how i hung my head and wondered how we were going to get out of that. >> i'm not going there. >> "cars" was good. >> very cute. >> thank you very much.

switching gears, hotel maid who accuses dominique strauss-khan of sexually assaulting her is speaking out for the first time. dsk was arrested in may and and immediately put under house arrest but he was let out after prosecutors here in new york discovered his accuser lied about some of the story. this week's "newsweek" she describes the alleged attack saying, quote, sir, stop this. i don't want to lose my job. he said, you're not going to lose your job. lawyers for dsk says she's trying to inflame public opinion. democratic leader nancy pelosi will ask the house ethics committee to investigate david wu. he's accused of having an unwanted sexual encounter with a campaign donor's daughter. he told top aides it was consensual. he says he will not resign and will not run for re-election. midsection will suffer through parts of the nation's midsection will suffer through

another week of punishing hot weather. heat advisories are posted for texas, oklahoma, arkansas, missouri, kansas and illinois. temperatures in those areas could feel as high as 115 degrees. meanwhile the u.s. is embarking on an ambitious plan to use nuclear power as the nation's next big power source. the plan comes as demands for energy grow and objections to nuclear energy grow with it. witt johnson reports. >> reporter: with u.s. energy demand expected to increase by 21% in the next two decades, nuclear power has been staging a quiet comeback. president obama has called for billions in loan guarantees to build new nuclear reactors. but past disasters, like fukushima, japan, three-mile island, and chernobyl, have made americans fearful of nuclear energy. not one plant has gone online in the u.s. since 1996. >> that's basically a representation of the core. >> reporter: that's about to change. westinghouse ceo showed us the high-tech simulated control room for the ap1000. >> the u.s. fleet right now is about twice as safe as required

by law. the ap1000 is 100 times safer. >> reporter: that claim will be put to the test when the very first goes online in china in two years. then by 2016 in georgia, two ap1000 reactors are scheduled to begin operation. >> no nuclear power plant is walk-away safe. i think it's really deceptive to try to paint any technology in that way. these plants have not been operated yet. these calculations are based on paper studies. >> reporter: still, construction on new plants in the u.s. is moving forward. the next disaster may be impossible to predict, but we know the cost of miscalculation. witt johnson, cbs news, washington. an american airlines boeing 777 was forced to make an emergency landing in dallas shortly after takeoff. officials say a fire broke out in one of the plane's engines and in its landing gear. the plane was bound for brazil when it was forced to turn back.

he was in the back. and the kid that was up front, i think, was the one that may have gotten the worst of it. >> two others were injured. they were rescued after activating an emergency locator beacon. a texas man killed five people at a roller skating rink near dallas. during a birthday party saturday, the gunman shot and killed his estranged wife and four of her family members. the gunman then killed himself. the children were not harmed. fans of british singer amy winehouse are mourning her death. winehouse was found dead saturday at her home in london. an autopsy today or tomorrow will determine the cause of death. winehouse had a history of problems with drugs and alcohol. china officials are still investigating a train crash that killed 36 people. on saturday a high-speed train crashed into the back of another train. four of the cars fell off a bridge. more than 1,000 people, though, survived the collision. coming up on this monday morning, your weather. in sports, the pride of puerto rico. the new inductees to the baseball hall of fame. new inductees to the baseball hall of fame.

absolutely marvelous. the southeast sees scattered showers. later today, severe weather forms over the northern states. more storms will hit the southeast. another hot and humid day in the southern plains with temperatures in the 100s. it will be mild in the northeast. in sports this morning, good news for football fans. the four month long nfl lockout could end this week. the players executive committee. expected to meet today to go over a tentative agreement approved by owners last thursday. one issue still a sticking point is the lack of an opt-out clause in the proposal. once the players executive committee votes, it then goes to team representatives. an emotional day at baseball hall of fame in cooperstown. great roberto alomar was inducted. he won a record 10 gold gloves at second base, a hitting average of .300 and 12-time all-star. he also won two world series with the toronto blue jays. also making it to the hall on his 14th try, pitcher bert blyleven.

he had 287 wins over 3,000 strikeouts and a pair of world series rings. on the field a dramatic win for the reds against the braves. in the ninth cincinnati's drew stubbs runs down a deep hit to center. almost colliding with left fielder chris heisey. he smacks the wall pretty hard. he would be okay. in the bottom of the ninth stubbs with the game-winning homer. reds over braves 4-3. for the first time ever an australian has won tour de france, cadell evans, at 34, the oldest rider to wear the yellow jersey since before world war ii. he's been trying to win the tour de france since 2005. a slow start for michael phelps at the swimming championships in shanghai. he came out strong on the first leg of the men's 4 by 100 men's relay but the rest of the u.s. team couldn't keep up. australia wins the gold and u.s. will get the bronze. when we come back, another look at this morning's top stories on a monday. and wedding bliss and battle plans. hundreds of same-sex partners tie the knot in new york. same-sex partners

shellsh shalikashvili died at the age much 75. a native of poland and the first foreign-born chiefs of staff from 1993 to 1997. big celebrations in new york state after more than 1,000 same-sex couples tied the knot. sunday was the first day they could get married. new york is now the sixth and largest state to recognize gay weddings. >> reporter: new york mayor michael bloomberg made a bold political statement sunday evening, officiating a same-sex marriage at city's official mayoral residence. he married two of his high-ranking staffers. >> john, please place this ring on your finger. >> reporter: the long-time couple has two daughters who were the ring bearers. same-sex weddings started at midnight. when the sun rose, they started forming lines. most were given waivers to the rule requiring 24 hours between obtaining a license and tying the knot. new york is the sixth and largest state to allow same-sex marriages but the federal government doesn't recognize those unions. supporters are hoping new york's historic move will encourage other states to pass similar laws. governor andrew cuomo believes

in southern afghanistan officials say insurgents hanged an 8-year-old boy on friday. he was kidnapped the week before. his captors demanded his father, a police officer, give them a police vehicle. but he refused. and security transition from nato to afghan troops is under way. the next province in line includes capital of kabul. seth doane took a look at the streets. >> reporter: in kabul, even when danger isn't apparent, reminders of it are everywhere. many westerners like us work in guarded compounds, walled off from the bustling streets of the capital. we're told not to spend more than 10 or 15 minutes, for instance, in a market like this one, because we just attract too much attention. the fear, of course, is car bombs or kidnappers. baking in an oven, abdul tells

us, safety is always on his mind. what do you worry about? i'm worried about the explosions, he says. suicide bombers are killing a lot of innocent people. in fact, attacks against afghan civilians are up 15% in the last six months. with nearly 1500 killed since january. even something as simple as a trip to the grocery store here in kabul is much more complicated. here at this market, they wand you, they check for weapons, and someone monitors through the door here. that's because in january a suicide bomber killed 14 at the supermarket, popular with westerners. with increasing attacks, a new ring of steel was built last year. 25 checkpoints around kabul. still at the intercontinental hotel, taliban suicide attackers killed 19 people just last month. mohammed akbar runs the hotel, which already had three

checkpoints in place. >> we are going to build a new eight checkpoints. >> reporter: eight new checkpoints? >> yes, yes. >> reporter: so, security is a priority here? if i don't have security, no one's here. >> reporter: business is coming back, he says, with weddings booked later this month. across kabul, afghans tell us their resilience. having lived through 30 years of war. but back at the bread shop, abdul reminds us, even if they're not targets, ordinary afghans are collateral damage. the wealthy can afford private security, nice hotels, have checkpoints. what can you do to try to protect yourself? i have only god, he replies. seth doane, cbs news, kabul. coming up a little later on "the early show," the latest on the attack in norway. and a look at whether the u.s. can stop a homegrown terrorist.
